It seems like Phill's version of the static pages plugin offers privileges for static pages (but I seem to remember problems getting it to work with 1.3.6rc1).

If you want to change it yourself, you could look at how the "login required" functionality is implemented e.g. in stats.php and copy that code over to staticpages/index.php
