Allows Admins to create autotags from the Geeklog admin interface.
New Features:
- Updated autotag descriptions which are now used with Geeklog 1.8.0
- Added autotag usage permissions
- Added the ability to use PHP directly in the "Replace With" box
- Updated install and upgrade process (now can be autoinstalled)
- Uses Geeklog Configuration system

Bug Fixes:
- Fixed autotag admin list in IE 8
- Fixed autotag list available to all users

Requires:
Geeklog 1.8.0+ for MySQL.
