great idea - i have a multi domain hosting acct with autothemeshosting - george over there did the install for me since they do not give me access to the etc/ directory...

when i try i though i get this email error under returned mail:
This message was created automatically by mail delivery software.

A message that you sent could not be delivered to one or more of its recipients. This is a permanent error. The following address(es) failed:

pipe to |/home/greenhil/public_html/godekalb-com/publishbymail.php
generated by submit@godekalb.com
local delivery failed

this is the original msg back from george , followed by his reply when i informed him of the error fyi:
The php file is in '/home/greenhil/public_html/godekalb-com' so don't delete it.

The aliases file looks like this:

submit@godekalb.com: "|/home/greenhil/public_html/godekalb-com/publishbymail.php"

We will need more info from the developer of the script as to how to set this up. Does it come with support or a support forum? The instructions provided might work on a dedicated server box but won't work on cPanel.

Maybe your problem is because smrsh.
From man smrsh :
"smrsh sharply limits the commands that can be run using the ``|program'' syntax of sendmail in order to improve the over all security of your system. Briefly, smrsh limits programs to be in a single directory, by default /etc/smrsh"

Try to put publishbymail.php inside the /etc/smrsh directory. In your /etc/aliases file, you can just write the php filename without the absolute path :
submit@godekalb.com: |publishbymail.php

I hope it will solve your problem ...

I think the only thing that it needs is the ability to see whether the story
sent or emailed is in plaintext or html format. Also the ability to post to
different topics and if there was a character count on the story so if you
only wanted on the front page to have the title etc... & 150 characters of
the story to be displayed as the intro text. Those would make this
probably on of the best plugins for the CMS.

Just my two cents.
