Is there a way to take out of Prefs "No Blocks" And remove the hole "News box Configuration" out of prefs?

The easist way is to edit the templates - just don't show what you don't want.

ok. I was just thinking there may be an easy turn off like there is for authors. I rely hate to make it were they can't turn off some blocks. I think they need to put into the Admin an option to make a block permanent.
