Can you please explain the difference?

I assume the former is the one who can edit and/or approve comments (Geeklog 1.6+). But what is the latter? commentsloginrequired only has 2 modes - on and off, no "only Comment Submitters" mode.

On second thought, does Comment Submitters just mean "special users who don't need approval even when approval mode is on"?
