This post talks about bdefore's college newspaper site he put up: http://www.geeklog.net/article.php?story=20021115123531355 He has done a couple of things that either you are also doing, or maybe want to do. His is a hack rather than a plugin, so upgrading will not be easy, but it looks good. The dropdown for choosing an author is nice, and the list of issues is good as well. Just thought you may want to take a look at it.

Any news about this (very useful) plugin? I suppose the fact of being "monthly" is irrelevant. I mean, I assume the publishing and all is manual so it could be weekly or follow another rythms (no joke: the newsletter of my organization is released every full moon).

Here it is 2 years later, is there a plugin like this one?
