Forum Plugin Version 2.3.1 Released

Ouch! - that was never noticed but yes this is true. It was a result of re-organizing the code for the new navbar.
I have an easy fix and what should have been done. All the admin scripts include gf_functions.php in the admin/plugins/forum folder.
Add this code just below the include of lib-common
if (!SEC_hasRights('forum.edit')) {
echo COM_siteHeader();
echo COM_startBlock($LANG_GF00['access_denied']);
echo $LANG_GF00['admin_only'];
echo COM_endBlock();
echo adminfooter();
echo COM_siteFooter(true);
exit();
}

As a follow-up: I have removed the file from my downloads on portalparts. This was the only site I released this version. The download area on this site was never updated - ver 2.3 was the latest version here.
I usually always release on my site for early testing but this was certainly not what I would have wanted. I apologize that this occured and will have a 2.3.2 release out shortly that includes the noted fix above and a few other items that have been noticed.

thanks Blaine for your fast answer. I am sorry, maybe this was not the best way for me to report the bug, but I posted it here because I already had a workaround to suggest.
I've also posted for review an italian language file for the download section, or is it best on your site, or both?

I'm trying to move the SEARCH box and FORUM menu from the top of the page to just above the LEGEND and below the CHECK BOXES.
