Forum Settings under User Function Block

The link Forum Settings under User Function Block only appears for my Admin account, for normal users. No.
I am still using 1.3.7sr1, and the Forum is forum_2.0_1.3.7 ... How do I get it to appear ?
I was searching high and low, in vain ....

Unless that was a typo, you should really upgrade to 1.3.7sr2 ASAP.

Internal or not, you should at the very least replace the lib-sessions.php. That won\'t break anything.

Back to this issue, I still cannot get it solve. Simply to put it.
Under Admin account, I can see Forum Settings link on the User Functions block.
However under normal users account, that link is not exhibited.
I know it\'s not normal as I as a normal user in Geeklog website can see that Forum Settings link, and that most of the GL website w/ Forum also has it.
Any idea? I been searching high and low ...

According to the response from Blaine, it is a 1.3.8 feature.
