How would I go about adding a topic to the second block on the left side?

What is "the second block on the left side" on your site?

If you're referring to the Topics block (called "Sections" here on geeklog.net for historical reasons ...), obviously all you need to do is to create a new topic (from the Admin's block, select "Topics").

If that wasn't what you're looking for, please try to rephrase your question.

That's just a custom block. It's fairly easy to make your own from the block admin section.
