I did a fresh install a while ago of 1.3.8sr4 and have just gotten around to inserting an image into an article using the browse feature and when I go to save it the error comes up of Mime type, application/octet-stream, or extension of http://www.talkbackwny.com/images/articles/tvads1.jpg not in list of allowed types.
What could be causing this?

As explained in the installation instructions, that directory must be writable. If you find that chmod 775 doesn't do it for you, try chmod 777.

Also mentioned in the installation instructions: Test your permissions by calling up the script in /admin/install/check.php
