Creating a block for advertiseing?

Generally speaking, you can not track if or how many times a link has been clicked, if that link is going to someone else's site.
You'll have to use a script to keep track of the clicks. Which is what Geeklog does with the links in its Links section, for example.
So instead of using a direct link to the advertiser's site, you could add that site to Geeklog's Links section and then use that link (with the "portal.php" in it) to link to them from the block.
However, it's possible that the advertiser may insist on a direct link - you'd better check with them first.
