Inheritance of Default Topic permissions

I'm a bit confused by something. Maybe somebody could shine some light on it for me.
I've created a topic FOO with read permission for everybody except anonymous. Then I go and create a story, assign it to topic FOO and set its permission to read for everybody including anonymous.
My question is, why am I allowed to do that? I'm not certain what the purpose of the permission setting for the topic is, if stories assigned to that topic don't respect it. Is the topic permission just a gateway controlling who has access to the topic PAGE, rather than to the stories within the topic?
Just want to be clear on the permission system before I publicize something I don't intend to.

I see the value of having the admin able to override the permission settings. The problem (from my perspective) is that the admin is not given anything to override. If I write a new story, there is nothing to tell me what the topic-specific permissions are. I have a clean slate. So if, as the story author, I just want the story to get whatever permissions are the default for the topic, I have to go look up those permissions and set them by hand.
Would it make more sense for the story editor's screen to put the story-permission fields inside a sub-region that is disabled by default, but can be enabled by selecting a "Override default permissions" selector?
This would make it much clearer that the default behavior is to take the topic permissions, but that with editor power, I can make changes if I wish.
