External Plugin Error during search

I recieve the following error on my site when I do a search:

Warning: file(E:/Inetpub/wwwroot/): failed to open stream: Permission denied in E:Inetpub\plugins\external\functions.inc on line 193

Warning: implode(): Bad arguments. in E:Inetpub\plugins\external\functions.inc on line 193


I though that I had a permissions problem at E:/Inetpub/wwwroot/ so I changed the permission to full read/write for everyone and tried again. I still got the error message.

I looked at functions.inc, but I can't quite tell what the code is doing at line 193:

$cnts = implode('',file($pth));
 


I'm using IIS. Can anybody get me pointed in the right direction? Thanks!
