syndication function isnt writing to feed file

I have checked the permissions (666..) and the config.php file is set for the stories to update to the file. I made a test file with data and its being parsed when there. The file is not being appended when someone makes an http request to the url. Any thoughts.....
We never stop looking... ...for a better way

Make sure the 'backend' directory is also writable.
