Static Pages Not working

I had a working site using GL version 1.3.11. I had an index.php page which included a list of links to articles on static pages. I was using url_rewrite successfully for these. I outgrew my host and have just moved to a new host. I successfully migrated everything to the new host except that now when I click on any of the links to the static pages, I get the following message:
"Access to this page is denied. Either the page has been moved/removed or you do not have sufficient permissions."
I have searched extensively on this website and others to find a solution. Somewhere I read that there are issues with PHP 5 and that I should upgrade to the latest version, so I upgraded to version 1.4.0sr5-1 a few days ago. This did not solve anything. I've tried everything I can find here. I've even disabled the url_rewrite by changing it from true to false, but that doesn't help. It doesn't even seem to actually disable url_rewrite. The address still looks the same. If I type the address manually with ...index.php?page=... then the story is displayed fine. I'm totally confused and frustrated. Even if I can turn off url_rewrite successfully, then how do I get rid of the access denied problem. I would really like to use url_rewrite just as before.
By the way, my host is still using Linux, the same as the last one. It is not IIS.
Any sugesstions?

If you disabled url_rewriting but still have "rewritten" URLs embedded in your stories (or wherever), then those won't work any more - you will have to change them to the non-rewritten syntax.
When url_rewriting is on, both forms of URLs will work. When it's off, only the ?page=... form will work.

That error message is somewhat confusing, I have to admit. It's displayed every time the static pages plugin didn't get a valid page id. And if url_rewrite isn't working, that would be the case here.
Yes, this can be a server issue. I forgot that we even have an FAQ entry on the issue: Why aren't rewriten links working (url_rewrite)? (item #3).
