Portal Block Corrupted UTF-8 Characters

I have a portal block set up to get rss feed from Google News. The block works fine for UTF-8 English News but for UTF-8 Chinese, the characters are all corrupted. My site runs on UTF-8 and Chinese content on other blocks and stories are ok.

Appreciate someone could point me a link.
