Plugins page missing elements...

I went to install the static page plugin and found this message in the admin/plugins section:
[ Admin Home ] To modify or delete a plug-in, click on that plug-in's number below. To learn more about a plug-in, click the plug-in name and you will be directed to that plug-in's website. To install or upgrade a plug-in click on new plug-in above.
There's only one problem - there is no "new plug-in" link or button to click! Any ideas?

The "new plug-in" option is simply gone. You have to install
the Static Pages plug-in manually.

This is correct. The language on that page needs to be updated. To install a plugin, untar the tarball and read the INSTALL file. They are simple to install...even in a hosted environment.
