Can a privileged user post a story with a 'user view control'?
Which means can he/she assign certain registered users or group of users to see this story but not others?

Depending on what exactly you have in mind, this may be possible by making use of Geeklog's permission system. For example, you can restrict access to a story to only the members of a certain group.
Please note that the permissions are not always working as expected in Geeklog 1.3.5sr2 - 1.3.6rc1 should fix this.
