Homepage Only Blocks Do Not Appear

I posted some time ago with regards to my RDF blocks that are set to Homepage Only not showing up. I've since discovered that any block type that is set to Homepage Only does not appear on the front page.
I'm running GL 1.3.6 on Red Hat 7.1 Suggestions welcome!!
