Admin Only Block - making parts available to non-root group

I have a few users who I want to help review stories before they are posted, review new users and assign them groups, review uploads of files and assign them to topics and help edit the topics.
I can grant them the rights but I do not get a block listing what they can do (like the Admin Only block) or some link somewhere on their home page leading them to their task of review, approving and catagorizing.
Help.

When you add a user to e.g. the StoryAdmin group, that user should get a version of the "Admins Only" block with only those options that a story admin would need (Submissions, Stories).
Do you not get that?

This works as noted but the initial test for admin rights is only for the pre-defined core admin rights. Once any one admin right is added, then any plugin admin rights also show up.
The COM_adminMenu should also check to see if it's just a plugin admin right that has been granted to this user.
Is this a feature or bug
