Customizing the submenu

Forgive the noviceness, but I'd like to ask a really basic and dumb question that's way below plugins hacks and blocks (which I understand quite well) ... where and how do I set the options shown in the sub-nav-menu. I notice most geeklog sites have a different list, but I can't find the place in the code where you can set what goes into the horizontal menu under the main banner!

The "submenu", as you call it, is used by (some of) the plugins, so that they can add entries to the menu. For example, in the static pages plugin, you have the option to add a static page to the menu.
If you want to add other entries to it, you either have to hard-code them in header.thtml (look for the {plg_menu_entries} variable) or maybe Jerry's Main Menu plugin is what you're looking for.
