Frontpage staticpage HOW????

I give up. I've been searching for quite a while to find out how to make a static page show up as the site's front page. I've found numerous references to people having one problem or another with the "feature" but nowhere do I see anything about how to enable the feature.
The release notes of 1.3.6 say this is now possible -- how?
I've looked at the admin section of staticpages, and see nothing relevent. I read about a "frontpage block" so I looked at the blocks section. Nada.
I give up. How do you do this???

From the release notes for 1.3.6:
will be displayed before the first story on the front page
of a Geeklog site.
If the static page additionally carries the label "nonews",
then it will completely replace the news on the front page.
Create your staticpage with the name "Frontpage"
Select the labe "nonews" if you want the staticpage to appear without any other news.
Select which blocks -- left, both

The contents of a static page entitled "Frontpage" will be displayed before the first story on the front page
of a Geeklog site.
If the static page additionally carries the label "nonews",
then it will completely replace the news on the front page.
So, follow these steps:
The page should display as the front page.

yeah, about 15 minutes after I posted the question I found the answer. Thank you!
It's a little obscure, but it certainly works.
[If only I could do a search for two or three words that don't get treated as one string, it would be much easier to find old posts]
