Have you asked your ISP to turn off safe mode?

My ISP refuses to turn off safe mode & claims that 99% of hosts leave it on for security reasons.
My GL site isn't up yet. I didn't realize filemgmt wouldn't work with safe mode. Bummer!
If there's a hack or another option, please let me know...

Bummer. My ISP will turn it off if asked. What they do is replace safe_mode with open_basedir which limits which files PHP can open.
My understanding is safe_mode limits reading files outside of the user/group that the PHP system is running as. Probably 99% of the PHP scripts work fine with safe-mode on. I'm not sure why a handfull like FileManager can't do it. I think Gallery is the same way too.
Sorry, I haven't looked around to see if there are any other packages like that one.

I haven't installed filemanager yet, but I was writing a PHP script yesterday to read info from a database and update a js file which will then be used by one of my webpages. I kept hitting safe mode errors which allowed me to play around a bit to fix it.
I bet the problem you hit before was because of the paths you used. I bet the few programs that require safe mode be turned off can be modified to run with it on.
