Pseudo-cron function

(I posted this as a reply to a GL 2 request regarding scheduling but I thought I would also try it as a story.) I would like to add some functionality, like the digest function and subscribe to articles, that requires cron access. As far as I can tell, my hosting company does not allow cron jobs. Is it possible to create a pseudo-cron function (one example is described here http://www.bitfolge.de/?l=en&s=pseudocron) Any suggestions on where the call would be made and are there security issues to be aware of?
