Is there a way that I can set up Geeklog and not have user accounts or allow outside users to publish?

no user accounts aside from root I assume? Otherwise, you can't really have a website if you can't access it.
I guess you can just remove the Register links in the templates and set usersubmission to 1 in the config.php incase someone tries to register.
Doing this kinda takes away from the "community-oriented" feel of Geeklog, but I'm guessing it might be done since GL is very customizable.

I simply removed the links to the Story Submission function from my site, so that function is dead. I still have Users though, as that allows them to customize how they see the site (theme, which blocks, which topics, how comments are displayed, etc), and allows them to sign up to receive the Daily Digest.
Depending on which theme(s) you are using, the links of interest may be found in the theme header.thtml files, or in the lib-common.php file, IIRC.---Kevin
