May I answer even though I'm not Tony? ;-)
Look at the menu on this site. You'll see "Submit a Bug", "Downloads", "Plug-ins", etc. These are all static pages where the "Add to Menu" option has been set.
So if you check that option, it will add that static page to the menu bar (if your theme has menu bar - not all of them have).

Sorry, I should have been more precise: When your menu bar has a variable 'plg_menu_elements' in it, then that variable is replaced with the title of all static pages where you checked the "add to menu" checkbox.
The Yahoo theme has this variable, Classic doesn't. However, you can simply add it there (in header.thtml), e.g. just after the 'menu_elements' variable.
