Menu plugin only works with admin

Hello, I have installed the menu plugin 1.6. It works only when i logged in with admin. With a other user it don\'t work. I only see it when i logged in with admin. Very strange! Can anyone tell me to do, so i can see the menu alle the time, I have activited the block. Cry
