I cannot add the User Login Block

How do I add a User Functions Block to this blog? It is not apart of my options in the admin section but everyone seems to have one.
Also, Does gL have a newsletter option that can be used as a plugin?

Not sure I understand your question ... The User Function block is displayed as the login block as long as you\'re not logged in.
If this doesn\'t answer your question, please try to rephrase it.

Maybe the built-in Daily Digest is already what you\'re looking for.
