New Accounts Automatically Authorized

Hello.
I have noticed a scary event on our site. Twice, new users have requested accounts. I receive and email saying that there has been a Submission. When I go to Authorize / Deny the new account, I find that they are already Authorized and the Submission say (0). I have deleted these accounts after the fact.
I have checked the Config.php and everything seems fine.
Any ideas?

the \'allow_domains\' line was just as you showed. I misunderstood what was meant by the line:
// enable (set to 1) or disable (set to 0) submission queues:
$_CONF[\'storysubmission\'] = 1;
$_CONF[\'linksubmission\'] = 1;
$_CONF[\'eventsubmission\'] = 1;
$_CONF[\'usersubmission\'] = 1;
I had switched usersubmission to 0
My mistake.
