File Management files permissions

On one of my sites where I have the File Management plug-in installed (and only one site) the filemgmt_data files have been set to 600 and I am unable to change them.
Is there a configuration setting I missed or is there a server configuration that might be doing this? I want to be able to download the entire directory with FTP but can\'t do that with the files 600.
