Story Submissions: "Groups"

Hey,
This may sound really stupid, but I am slightly confused about it. When I submit a story (whilst logged in as admin) it gives me the option to select from a drop-down list titled "Group"...It has "All Users" at the top ending with "User Admin"...What does this mean? I gathered if I selected say "Root" from the drop down menu it'd only display the submitted story on say admin pages, but all of the options I've tried just post it onto the site and its visible to all users. This is actually the only real issue I've encountered and I gather anyone with any experience will be able to answer this. Is there any good documentation around to explain the smaller parts of the site like this? I've tried to find one, but the doc on this site doesn't explain much other than installation.
Any help would be GREAT!

It's my understanding and my experience that the group pull down list corosponds with the permission set for "group" just below.
I use this option to grant some people on my site the ability to edit posted stories while others may not. For instance, I may set the permissions for a story as follows:
Owner: R & E
Group: R & E where the selected group is "Story Admin", ie, anybody belonging to the story admin group will be able to read and edit the story.
Members: R
Anonymous: (Requires user to log in to see the story)
