No matter what I try, or how I do it, I can not CHMOD any of my files for ChatterBlock. When I refresh, they are back to either 755 or 644. And I need them at 775 or 777 so I can save my settings for ChatterBlock. Does anyone know what my problem can be?

The only time the file perms may get changed by chatterblock are when admin is saving the file. I don't know if you are in the admin screen - update settings - when you hit refresh. If you are, you are re-posting the update and YES - the perms may change again.
Some Hosted environments, don't allow you to assign ownership to files or directories. In this case, you will need to set the file at 777. Otherwise, you would be able to assign ownership of the file to the process owner the webserver runs as and then 755 would be fine.
