Moving a Geeklog Site

I have a site using Geeklog. Being far from a programmer or web expert, I am very pleased that I was able to muddle my way through the Geeklog install process and have a pretty functional site. I even managed to add a few plugins! Not that the whole process was without it's frustrating moments, it certainly had them.

My host (powweb) has become so very unreliable in the last 60 days that it is unbearable. Each day has "what will fail today" issues. The time has come to find a new home.

How difficult will the process of moving my site to a new host be? Keep in mind that on a scale of 1 to 10 (AOL user to Dirk), I probably ring in at a 5 (I can spell PHP and SQL and have a book on HTML :-)). Does anyone have any recent experience with moving a complete site that they can share?

Would it be as simple as setting up the new host with the same named database and directory tree and then copying the files from one host to the other?

From a Windows user prospective, what tool could I use to export/backup the SQL database that would capture all the pertinent data required to import/restore it on the new host? I currently use MYSQL-Front for accessing the database to do backups.
