Users can't change password

My site has developed a problem. Users can no longer change their own passwords. This is a problem for a new user who gets the generated password then forgets it (as opposed to forgetting the password they make up). I can change them through the User control panel from the Admin account... so I'm kind of stuck where to look for the error.
Any ideas?

No error is shown. The system hums along like it is doing what you asked it to do. You are then returned to the homepage (after a brief pause) and all things appear to have been done.
Like I said, the Admin can change the passwords, but I must be missing something in the usersettings.php ??

No solution as of yet. No help from this forum. I've searched for help in the FAQ and other forum threads, but nothing like this is showing up.

Well, here are some normal questions:

Are you using a different language file? A strange theme? Have you changed lib-common, any of the standard .thtml theme files, or the .php files involved in the user's account info?
