I've got Forums 2.0 installed and the user ratings are not working. I have many users with quite a few posts and they still show only 1 star by their name. But I have the first level set to 15, then 35, 70 and 120.

The userlevel name was commented out in the theme template file topic.thtml
Since the ratings stars already have the TITLE attribute set for the tooltip help and with the start, I find personally that it was not necessary.
The levelname is still generated - just uncommment it in the topic.thtml file
The following is from the version 2.2RC1 release
<tr><td class="memberprofile" valign="top">
{userlink}<!-- : {user_levelname} -->
<br>
{user_level}
<br>
{magical_image}
<br>
{avatar}
</td></tr>
