Error after install on Suse

Hi All,
I am experiencing a new problem when I make a fresh install in Suse 9. I am using the latest tarbol, sr3.
After the installation, I log in as admin and I am unable to click on stories or add new ones. It just kicks me back out to the home page.
There is nothing in the error log.
If I try to create a new block, it fails and says:
Sorry, you do not have access to the story administration page. Please note that all attempts to access unauthorized features are logged.
I then see the following error in the log:
User tried to illegally create or edit block 0

I have done the following:
chmod -R 775 logs/
chmod -R 775 public_html/backend/
chmod -R 775 public_html/images/articles
chmod -R 775 public_html/images/userphotos


Can someone tell me where to look for the problem?
Is it a cookie problem or something? I login fine with admin.
If I do lot log in, I can still not click on 'read more' on a story. It just send the browser to the homepage.

What is your setting for register_globals? It should be on.

During installation, I noticed the red text that said to set it to 'on'.
/etc/php.ini
is like this:
; You should do your best to write your scripts so that they do not require
; register_globals to be on; Using form variables as globals can easily lead
; to possible security problems, if the code is not very well thought of.
register_globals = on

Is that correct?

The problem in it's simpliest form is this:
When I click on a 'read more' link, the article link appears in the address bar for a second, but then I get redirected to the index.php page.
How do I find out why this occurs?

Fixed!

I assume a system restart fixed the problem.
Apache has been restarted several times since php.ini had been changed. However, the system had not been restarted. I can only assume that fixed it.
I can add users, stories, and edit them as well from the admin account.
