moving config.php problem

In trying to move my config.php to a safer place, I tried first "httpsdocs", then "cgi-bin" and could not make it work. I got an error message to the effect of
open_basedir restriction in effect
the reference goes back to lib-common line 69 . First thing that came to mine is php.ini is in safe mode but is not. Please help

open_basedir is another restriction that some hosting services have activated (it has nothing to do with safe mode).
Geeklog should work just fine with the open_basedir restriction in effect, as long as your paths are correct.
In other words: Make sure your path settings are correct.
It's also possible that you're not allowed to include files from certain directories because of the open_basedir restriction. Check the output of the info.php script. It will have a list of allowed directories (search for "open_basedir").
