How do you setup a new block and have topics assign stories to it? like the base "topics" block?

I'm not really sure what you are trying to do. Why can't you just use the normal "sections" block? What else are you trying to do?

All I want to do is have a 2nd block like geeklog.net that has "Resources" block and "sections" block and add topics to the second one. When I create a new topic, there is NO option to specify what block it goes into. Do I have to hardcode html into that block and create links to stories?

The sections block should be used for all of the stories posted on the site, and Geeklog does this automatically.

If you want a resources block (which doesn't link to Geeklog stories), then you can do what Dirk did: go to Block Admin, create a new block, and fill it with HTML links.
