New way of restricting new members (?)

I am migrating a site to GL that offers a Bible study program for a fee. The money goes to whatever church/ministry/etc. that offered the subscription. I currently have a password protected directory with the study lessons. Under GL, I woulk like to offer membership on the site only to those that have contributed to an affiliated ministry.
Is it possible to disable "New user" on the loin and have a fully operable copy of users.php tucked away in a sub-directory somewhere else on my server? This way, when someone subscribes, they would be sent to the full users.php and automatically sign up as a member.
Possible? Someone have a better way?

On one of my sites I removed the New User Registration from the the User Function block but left it on the New User Registration Page. When users come to the site they see a login in User Functions but no way to register. Check out the site to get a better idea what I'm talking about. www.usaiway.com

Geeklog has a user submission queue that works just like the story submission queue, i.e. the admin will have to approve new users before they can log in. All you have to do is switch it on in your config.php:
$_CONF['usersubmission'] = 1;

In the loginform.thtml for your theme just remove the last line which should be
{lang_signup}
That will remove the New Registration stuff in the User Functions. You can create a link elsewhere to the new registration page if you like.
