Is there a way to add user groups. So that only certain members of a group could vote on polls, for example?

Yeah, just create a group from the group admin section. Let's call it "Poll Users". Then, add the people you want to that group. Then, we you create a poll, set the group to "Poll Users", give that group read access, and then uncheck "Members" and "Anonymous" so that no one else can see the poll.
