It depends on your theme. I would look first into header.thtml and if you don't find it there, maybe in the css file (style.css).

Anyhow, lets say I want to use the 'yahoo theme'.

the Yahoo theme has no fixed width...
But looking e.g at the Xsilver theme there is a line:
in the header.thtml

Nope, that's perfectly okay in HTML (supposed to be pixels). You would be right if you were talking about CSS, though.
