Difference between all users and logged-in users

Hi! I was hoping someone could tell me the difference between these 2 groups: All users and Logged-in users. To me, they sound the same.
After all, all users are registered members of the Geeklog site. Am I right? Or does the group all users refer to also visitors AND registered members?
Hope someone can help me answer this question. Thanks!

Yes, All Users includes anonymous users (guests, visitors, whatever you want to call them), while Logged-In Users refers to those that have an account (and are logged in at the moment).

What should I do if I need to send a message to all registered users, whether they are logged in at the moment or not? Do I have to create a new group?

I doubt that. It sends an email to all users of the "Logged-In Users" group, which is the group that all users who have an account belong to.
It does not send, however, an email to users who never logged in before or those who opted not to receive emails from the admin (unless you overrode that option).
What could have happened: If you have a lot of users, you may have run into a timeout and only the first couple of users would have received the email. But you should have seen some sort of error message if that happened.
