certain contribute topics from certain users,
while letting others see them???
But still being able to let anyone see the topics articles and read them???

ex. lets say I have a news category that I only want to be able to add articles to and want everyone to see it. But I do not want them to even try and contribute to it, so I want to get rid of that topic from the contribution drop down.

I hope thats clear.

That has been discussed before and the answer is still: No, that's not possible. When you can see a topic, you can submit stories to it.
