You probably don't have mail set up correctly. Which version of GL are you running?
I just set up a 1.3.9 site and could not use the default mail setup. I just edited my config.php (see the comments within the file itself) to use smtp, filled in the blanks for my host's smtp server, and bingo! It worked!
