the current status of GL is user just enters username and email address to access the site. without Admin authenticates the new user.
how to restrict that admin allows which user can login or not to avoid user overload

Set

$_CONF['usersubmission'] = 1;

in your config.php and any new user accounts have to be approved by an Admin before the new users can log in.
