here can i hard code the topic menu (top left menu block) so I can add links to external pages of geeklog?

You could hide the topics block, and create a normal block with all the hard coded links in it!

If you must hardcode that topic manu, you can find it in the lib-common.php.

I can't tell you exactly where it is right now, but it should give you a clue.

COM_showTopics() is the function.

However, I'd suggest you have a look at the Menu plugin first.
