Where are themevars set? Need to change one (or two ...)

Been busy hacking away for the last few days at a new site. Hope to be able to have something to announce here by the end of the week. Here's my problem:
The server is in Germany, the target audience is in the USA, east coast. Which means, all the times displayed will look weird to those folks over in the US.
I figured it would be easy to search the entire directory tree for "datetime" or "welcome_msg" to see where these might be defined, set, changed, mutilated, whatever.
Duh. To my utter dismay, I did not find ANYTHING useful.
How is this possible? I would expect something to be 'find'able, since it's all just text and these strings would need to appear SOMEWHERE.
Basically, what I would like to do is to mangle the generated times by -6 hours. Either hardcoded (with 2 rough weeks per year) or intelligently.
