I would like to make a block with a section that has a directory type thing with screenshots of videos and video information, I would also like to have an upload feature for certain users that are logged in and belong to a certain video admin group. So...

In order to do this I need to have a block with normal HTML links. Then static pages that have the upload feature, file management, organizing etc ? Or is there another way I can do this. If anyone has any suggestions or scripts/plugins I can use to make this easier I would be really happy . Thanks in advance.

Have you looked at using Gallery -- it supports any format of media.
