I am running GL 1.3.9 with Static Pages enabled.

This exists in the DB
gl_features (ft_name, ft_descr) VALUES ('staticpages.PHP','Ability to use PHP in static pages');

The config.php file has ['allow_php'] set to 1

I am logged in with root access with Static Page Admin selected.

However this message is on the new static pages page:
"The use of PHP in static pages is not activated."

Any help would be appreciated.

Make sure you also have

$_SP_CONF['allow_php'] = 1;

in the static pages' config.php file, /path/to/geeklog/plugin/staticpages/config.php

So did you add the staticpages.PHP permission to the Static Pages Admin group (or any other group), as explained in the documentation?
