Can someone tell me what I am missing on this site?

I have a site that is functioning well and one that is so, so. These two sites are on the same SERVER, but I have two instances of Geeklog running on the Apache Server (I am running Name Based Virtual Host). The first one has been up for about six months and functioning, the second was just added yesterday and crazy looking.

When I load the first it loads pretty quickly, and all images are loaded. The second takes some time to load, and the images are messed up.

Sorry, serious thunderstorms in Maryland last night, had to shut down my system.
I have reinstalled the whole thing but still need to test it out on the internet. It looks good on my server... though

hi you should realy remove the folder install
in
D:/Apache/Apache2/htdocs/seye/public_html/admin/install/info.php

i was able to run info and install and configinfo.php
